phpDesigner 8 is a great PHP development enviroment and to me its the best PHP IDE.
For working with PHP in offline, you have to use a virtual server package like XAMPP or WAMP and then you have to run the code in a browser. Installing XAMPP or WAMP and configuring it, is a very boring and complex. You can avoid all this boring and complex stuff by using phpDesigner. It has a build in browser view. It can run PHP, HTML, CSS, JavaScript and many more script in one place.
Its not a free software but you can try it for 21 days.
